Job Description

The Office of Budget & Planning at Syracuse University is seeking to hire an Assistant Director of Budget and Planning.

Reporting directly to the Interim Budget Director the Assistant Director of Budget and Planning provides recommendations and assistance regarding fiscal year budgeting and long-range planning of the University’s resources.

Working with the other Assistant Directors of the Office of Budget and Planning coordinates University-wide support related to annual budget preparations, multi-year budget plans, RCM (Responsibility Center Management) system maintenance and management, database creation and maintenance, budget variance analysis and reporting, and budget adjustments. In addition, conducts or leads teams in special assignments as determined by the Director of Budget and Planning, Provost, EVP-CFO, and academic deans.

By direct involvement or delegation to staff this positon serves as the primary guide for University executive academic staff and academic responsibility center staff on matters pertaining to their respective budgets. Other activities include providing forecasting tools and other decision-making support in RCM, support for special studies including accreditation and self-studies.

Qualifications

BA or BBA required; Advanced Degree in finance or economics desirable; extensive in higher education desirable.

Job Specific Qualifications

•Advanced analytical and problem solving skills

• Understanding of a responsibility center management (RCM) budget model

• Predictive modeling experience and academic program development and analysis

• Ability to maintain a keen customer focus

• Ability to communicate complex information to diverse audiences in a meaningful and understandable way

• Based on requirements, define appropriate calculations for key metrics

• Assist process design, systems integration, and application design

• Excellent written and verbal communication skills, including ability to prepare materials that includes appropriate content presented in a format to clearly and effectively communicate information to a diverse set of audiences

Responsibilities

Forecasting, analysis, budget development, and monitoring of school and college revenues and expenses. Maintain 10-year budget plans for schools and colleges. Perform complex what-if analysis on demand. Provide dashboards to University executive leaders and board of trustee members.

Work with Schools and Colleges on current year estimated finals.

Reconciliation of fiscal year-end RCM budget results to financial statement results and other RCM fiscal year-end closing activities.

Assure quality control of direct report budget analysts’ work and reporting, executive leadership and trustee reporting.

Provide consultation, Hyperion Planning and ad hoc reporting training, and tools to unit leaders and budget managers for budget planning purposes and to support sound financial management.

Represent the department on committees and special project teams when expertise is required regarding areas of expertise.
