Job Description

The Executive Director for State & Local Government Relations serves as an advisor to the Senior Leadership of Syracuse University on matters related to city, county and state government relations. S/he assists in maintaining effective communications with local, county and state elected officials, and state organizations focused on higher education and economic development. S/he also assists in maintaining effective government relations in adherence to policy, state laws and regulations and developing a strategic legislative and advocacy agenda.

Qualifications

• Bachelor’s degree required; master’s degree preferred
• 5+ years’ experience in a government relations or policy focused role
• Strong network within local, county and state government leadership
• Public government affairs, knowledge of direct lobbying with associations and consultants
• Ability to advocate for laws and regulations during development and implementation, as well as government’s role in adoption and enforcement
CRM system experience is a plus

Job Specific Qualifications

• Must demonstrate exceptional interpersonal skills, a professional demeanor, thought leadership, flexibility, and the ability to handle the uncertainties associated with a fast-paced environment
• Leadership and operational experience, including translating strategic imperatives into actionable plans and execution.
• Strong, proven track record of leadership in complex organizations desired.
• Proven ability to measure and evaluate outputs and outcomes at an organizational level.
• Track record of staff development, performance and accountability.
• Strong and proven administrative skills including proficiency in Microsoft Office Suite required. Experience with customer relationship management software or enterprise resource planning software highly desired.
• Experience in a position in a client driven environment with diverse responsibilities.
• Exceptional ability to multi-task numerous priorities, all while interacting with stakeholders with a strong positive attitude and disposition.
• Excellent verbal and written communication, including email. Ability to communicate concisely and succinctly as required, while maintaining professional communication and relationships with all stakeholders. Highly responsive to communications from stakeholders, and ability to translate that communication into the required action in response.
• Strong commitment to the mission of Syracuse University.

Responsibilities

• Establish a positive, credible and influential presence for Syracuse University within city, county and state government
• Represent and advance Syracuse University’s government relations agenda before elected officials and government decision makers
• Build and maintain relationships with elected officials and government decision makers on behalf of Syracuse University
• Foster a productive relationship between Syracuse University senior leadership and elected officials
• Monitor and track proposed legislation; analyze potential impact on university operations; develop positions thereon; communicate views internally and externally
• Follow all election and lobbying laws and enforce compliance with state and local reporting requirements
• Direct and maintain communication with Syracuse University senior management and internal departments to identify operational issues requiring legislative action
• Direct outside government relations consultants in development and deployment of strategies to influence policy outcomes
• Establish a positive, credible and influential presence for Syracuse University on key associations, as well as local/state public policy and legislative groups
• As needed, work cross-functionally and coordinate activities with Advancement and External Affairs, Schools & Colleges, Marketing & Communications and Facilities.
